Who caters for the charges in instances where charges are not provided?
For example in the recently concluded polio campaign, I understand that no withdraw charges were included for districts that paid digitally.

I think digital payment of health workers can improve health worker satisfaction, motivation and performance. It offers timely and convenient payments, negates risks associated with transporting bulk sums of money and so on. However, it has its cons too; transaction tariffs, internet challenges etc, which key stakeholders need to provide solutions to in order for our health sector to harness the benefit of digital payment in its entirety.

With the advance in technologies, digital payments are the way to go. But the payments most times come late and health workers are now demotivated to do work that involves digital payments. If timely payment is ensured, digital payments will surely improve on the performance, satisfaction, and motivation of health workers in the polio vaccination campaign.

The absence of infrastructures makes mobile money programs hard to role-out and in the long run the implementation of digital payment becomes unsuccessful. How can this be addressed?
